These are my settings in Module Configuration, Validation Configuration:

Only 'enable server validation' is checked (and not the client side validation).

Validation Summary Location is set to Top.

Force user to top or bottom of form is set to None.

Set focus on first validation error field is checked.

Remember:  Server-side validation only looks for the Required Field Text in Manage Questions, Question Validation.
